Research Evaluation in Vietnam

In developing countries, the publicly-funded research needs to be accountable and responsive to the needs of business and society. Yet in Vietnam, like in many developing countries, there is a lack of reliable information on the performance of research institutions, as it has been uncovered by the previous successful CCIS project in Vietnam.

This current project, implemented in cooperation with German Institute for Research Information and Quality Assurance, addresses the apparent need for the capacity building for research evaluation in Vietnam. Together with the client, the Vietnam Science and Technology Evaluation Center (VISTEC), the CCIS develops pragmatic and effective approaches to assessing research performance, which will serve not only the purposes of accountability, but is seen as a strategy tool to help research institutions improve their performance and better meet the industry and society demands.

Importantly, the evaluation methodologies suggested under this project will assist policy makers at the national level in developing effective R&D strategies based on reliable R&D indicators and qualitative data.
