To enable the much needed transition from resource- to the knowledge-based economy, Vietnamese government develops policies for strengthening the link between science and technology (S&T) and industry. Such policies can be effective only when they truly reflect the needs of stakeholders from industry and science. To understand the society and industry demands on S&T in Vietnam, the CCIS designed the project “Vietnam’s Evaluation of the Science and Technology System – VISION”, implemented from 2004-2005 in cooperation with Vietnam’s National Institute for Science and Technology Policy and Strategy Studies (NISTPASS). Together with local partners, the CCIS designed large scale stakeholder consultations in four regions, five industry sectors with participations of more than 500 individuals, 54 enterprises and 60 research institutions. Based on the stakeholder inputs, the team developed the recommendations for sound demand-driven innovation policies and plans. This genuinely participatory approach ensured the long-term cooperation between the CCIS and Vietnam policy and gave birth to the new Vietnam Science and Technology Evaluation Center (VISTEC). The CCIS is currently working with the VISTEC to on a new project “Capacity Building for Research Evaluation in Vietnam – Evacap” to ensure further steps toward strong NIS in Vietnam.
